Network Development Manager

We are searching for an ambitious individual to provide Network Development, Program Management with experience as an OSP Fiber Designer.
 
In this role, you will work with operations, sales and executive staff to assist with assessing the feasibility and business merit of our client’s network development/ownership of open access, carrier neutral dark fiber network assets. This role will help the organization determine if and how it should respond to strategic RFP pursuits, consider new market entry as a network asset developer/owner, and help construct the analysis that will help the organization evaluate the business potential of strategic builds pursuing an anchor tenant funded model.
 
Activities will include integrating partnership business models, developing project budgets, and preparing business cases for review and determination of “go-no go” opportunity pursuit by the company. In this role, you will collaborate with operations, project development and management, legal, and finance.
 
As part of this role, you will also have the opportunity to use your outside plant fiber design background and expertise. This will require expert competency in utilizing ESRI and/or CAD based Fiber Management and Project tools such as ArcGIS/FM and/or other GIS Fiber Management software for managing all OSP design information. The Network Development Program Manager must be capable of designing detailed and complete drawings with accuracy that incorporates all design specifications, permitting ordinances, design inputs, and field notes. The Network Development Program Manager must be able to comprehend, interpret, and render verbal inputs from the field teams as required.

Role:
•          Work with sales to review RFI/RFP documents for new fiber infrastructure
            that contemplate an opportunity.
•          Analyze existing networks in select markets to determine viability and 
           competitive advantages of building an open, access carrier neutral facility.
•          Develop and use various inputs to determine the optimal network plan based
           on available capacity, architecture, funding, and anticipated growth within 
           the client's business model
•          Drive the appropriate network solutions to support multiple anchor tenants
            including municipalities, school districts, ISPs, utilities, and other similar
            stakeholders.
•          Build relationships with new suppliers/partners to further new fiber
           deployment throughout North America.
•          Collaborate with internal teams to develop long-term infrastructure build
           plans considering construction timelines, ROW feasibility, and budget needs.
•          Work closely with finance to develop business plans, budgets, and forecasts.
•          Work with sales to review RFI/RFP documents for new fiber infrastructure

 Qualifications:
•          BA/BS in an Engineering, Business, Finance/Economics or equivalent years of
           telecom and business development experience.
•          Minimum 3-5 years’ experience in OSP Fiber Optic or related design
•          Experience in various GIS mapping software and fiber management software
           is required. AutoCAD experience is a plus.
•          Strong MS Excel experience and excellent knowledge of other Microsoft
           Office applications
 
 
Preferred Skills:
•          Light to intermediate business modelling experience
•          Excellent communication skills, both verbal and written
•          Strong interpersonal and relationship building skills
•          Ability to multitask and work on multiple projects coupled with experience in
           working with fast-paced engineering in a production environment
•          Strong organizational skills
•          Strong sense of methodology, process, and metrics
•          Experience with AutoCAD, Microstation, and ESRI (or other fiber design
           tools) is required
•          High integrity and work ethic
•          Broader telecommunications fiber network experience or ISP network
            planning is desired
